Earlier this month, The Sentencing Project released a report stating 1 in 36 Black adults in Wisconsin are incarcerated, the highest ratio of any state in the country. I spoke with UW-Madison Professor Emerita Dr. Pamela Oliver about why Wisconsin’s racial disparities are so high. She says the northern, predominantly white states have had much higher racial disparities for quite awhile now.

Sheriff Barrett also listed doubling the minority recruitment budget and and calling inmates “residents” as additional ways to combat these issues.
